Nowadays aerial video recording using helium balloon for building surveillance are having great advance technique. It use balloon filled with helium to lift the camera and other equipment. This project is made with a purpose to save cost for aerial recording. It is design mainly to monitor the site area from ground level which designed for building engineer to carry out the investigation easier. This recording system uses software which can be operating using either laptop with a Microsoft expression screen capture or mobile phone with an android application to record and view the area. The main benefit of this is that during operation, there is no need to have three-pin power supply where it only need a laptop to function and the other equipment are equip with it own battery. It has been tested that the battery for the camera could last about half an hour. Thus as a result, this system comes in user friendly and the recorded video can be save into the laptop and use as future reference. Overall, this project gives benefit to the engineer where this can operate personally. And the main objective where it can save a lot of time and money, recorded video can be replay instantly anytime wanted.en_US
